At night, in a public park with benches, playground equipment and lighting, a group of children and adults are gathered around a water fountain feature in a dark paved area. The fountain consists of numerous jets of water illuminated with blue light. The children are running and walking through the fountain jets, seemingly playing in the water. Adults are present but appear to be watching from the perimeter.
